Federally designated porcine wildlife refuge to open in residential Decatur neighborhood, addressing critical gap in metro Atlanta's porcine welfare infrastructure

Eric and Shawn, longtime Decatur residents, are proud to announce the official grand opening of the Greater Decatur Porcine Wildlife Refuge & Sanctuary, a federally designated U.S. Wildlife Refuge and 501(c)(3) nonprofit organization, on April 2, 2026.

The metro Atlanta region has a critical shortage of quality porcine sanctuaries, and our backyard β€” while modest β€” is fully permitted, fully operational, and frankly overbuilt for the task." β€” Shawn, Co-Founder & Director of Habitat Development

The sanctuary, located in a quiet residential neighborhood in Decatur, Georgia, will serve as permanent home to twelve pigs beginning April 2nd. The facility features seven distinct natural habitat zones, a 15,000-gallon aquatic wallow and cooling station (converted from a previously underutilized residential swimming pool), and a public welcome center housed in the converted sunroom.

Eric and Shawn spent fourteen months securing the necessary approvals for the project, including a DeKalb County Special Agricultural Dispensation (Ref. No. DKB-AG-2025-0441), a U.S. Fish & Wildlife Service Porcine Wildlife Refuge Designation (Ref. No. FWS-WR-2025-GA-0092), and Georgia Department of Agriculture Sanctuary License No. GDA-SL-2025-4471. All seven permits and designations are currently active.

The grand opening on April 2nd will feature a ribbon-cutting ceremony at 10:00 AM, formal introductions of all twelve sanctuary residents, informational stations staffed by trained volunteers, and light refreshments in the Welcome Center. The date was chosen deliberately and with full awareness of its proximity to April 1st.

"April 2nd," said Shawn. "Not April 1st. We have discussed the date at length internally and made our peace with it. We are moving forward."

The sanctuary's Neighbor Concern Hotline is now active at (404) 555-OINK and is staffed seven days a week. Neighbors with questions, concerns, or general feelings about the development are encouraged to call. All inquiries will be received with warmth and patience.

The Aquatic Wallow & Cooling Station (AWaCS)

Perhaps the centerpiece of the Greater Decatur Porcine Wildlife Refuge & Sanctuary is our converted residential pool β€” now an engineered, temperature-regulated aquatic wallow and cooling station serving the full twelve-resident population.

The conversion, completed in January 2026 by Southeastern Porcine Habitat Solutions, LLC, transformed a standard 15,000-gallon in-ground residential pool into a multi-zone behavioral enrichment habitat. The chlorine filtration system has been replaced with a proprietary natural substrate delivery system, and water temperature is maintained at a constant 65–72Β°F year-round via our solar-assisted thermal management system.

The AWaCS accommodates up to eight residents simultaneously and features graduated entry ramps, substrate shelving at three depth increments, a shaded observation deck for visitors, and a dedicated hose-down station. It is, by any measure, the nicest thing on the property.

Designed in consultation with porcine behavior specialists from the University of Georgia extension program, each zone addresses a specific behavioral and physiological need of the domestic pig in a quarter-acre residential setting.

A 400 sq. ft. zone seeded with ryegrass, red clover, and native Georgia ground cover, enriched with subsurface root vegetables released on a rotating schedule managed by our volunteer nutritionist. Replaces former lawn area. No maintenance required by Eric or Shawn going forward, which is a genuine quality-of-life improvement.

Climate-controlled sleeping and sheltering structure built to USDA Certified Sanctuary standards. Individual sleeping alcoves for all twelve residents, thermostatically controlled ambient temperature, and low-stimulation lighting after 8 PM. The structure incorporates the former storage shed and a tasteful 280 sq. ft. permitted addition.

Community Bulletin: What first inspired you to open a pig sanctuary in your backyard?
Shawn: We looked at the space, and we looked at the need. The metro Atlanta region has a real, documented shortage of quality porcine sanctuaries. Once you see that gap, you can't unsee it. The decision made itself, honestly.
Was this always the direction you saw the property going?
Eric: These things happen gradually and then all at once. One day you're maintaining a pool, and the next you're fourteen months into conversations with the U.S. Fish and Wildlife Service about a Refuge Designation. Life accelerates.
Tell us about the pool conversion. That's an unusual choice.
Shawn: The pool had been a source of stress for years. Chemicals, maintenance, the whole thing. Pigs need that space more than we needed a pool. The conversion was completed in January. It's temperature-regulated now. Clay substrate. It's honestly the nicest thing on the property.
Eric: I want to be clear β€” the pool is now better. It is a better use of that space. I stand by this fully.
How have your neighbors responded to the announcement?
Eric: They've been very quiet. Which we're taking as enthusiasm.
Shawn: We sent formal notification letters to every property within 500 feet, as required under the refuge designation. That's a legal requirement. We're obligated to inform. Consultation is a separate matter and is not part of the permitting framework.
Walk us through the permitting process.
Shawn: Fourteen months. Federal, state, county. The DeKalb County Special Agricultural Dispensation was the most involved. That document supersedes the residential zoning restrictions where they conflict with sanctuary operations. It also supersedes the HOA covenants, in the applicable sections.
Eric: The HOA has been notified. They received a certified copy of the dispensation in February. They are fully aware of the situation.
Tell us about some of the residents.
Eric: People always want to know about The Notary. And there's not a clean way to explain The Notary until you've been on site with him. He observes. He's present. He watched the entire pool conversion from a corner of Zone B without moving. Our contractor asked us about him twice.
Shawn: Kevin is a separate conversation entirely. Kevin is fine. We are handling Kevin. I'd rather not spend a lot of time on Kevin in a published interview.
Eric: Kevin is loved.
Shawn: Kevin is absolutely loved. That's the only thing we need to say about Kevin.
What would you say to neighbors who have questions or concerns?
Shawn: We have a hotline. (404) 555-OINK. It's available twenty-four hours a day, seven days a week. We want to hear from people. We want to be good neighbors. We are committed to that.
Eric: We are also committed to the sanctuary. Both things are true simultaneously.

We Anticipated Your Questions

Is this legal?
Yes. All seven permits and designations are approved, active, and available for public inspection at the Welcome Center during operating hours, or on file with DeKalb County, the Georgia Department of Agriculture, the U.S. Fish & Wildlife Service, and the USDA. We have documentation. We have documentation for our documentation.
What about the HOA?
The DeKalb County Special Agricultural Dispensation (Ref. No. DKB-AG-2025-0441) supersedes applicable HOA covenants for properties operating as federally designated wildlife refuges, as outlined in Section 4(a) of the dispensation and referenced in the U.S. Wildlife Refuge Designation (FWS-WR-2025-GA-0092). The HOA received a certified copy of the relevant documentation in February 2026. We consider this matter addressed.
Will there be noise?
Pigs vocalize. This is a natural behavior and is classified as protected wildlife refuge activity under our federal designation. We have worked with a behavioral specialist to establish feeding schedules that minimize extended vocalization during early morning and late evening hours. We are committed to being thoughtful about this.
Is this an April Fools joke?
No. The grand opening is April 2nd. We are aware of April 1st. We have answered this question many times. It is April 2nd. The permits are real. The pigs are real. The refuge designation is real. We ask everyone to sit with this information and proceed accordingly.
Pigs are not wildlife. How is this a "Wildlife Refuge"?
This is a nuanced regulatory question and we appreciate that you asked it. Domestic Sus scrofa domesticus, when classified as permanent residents of a federally designated unit of the National Wildlife Refuge System, receive refuge animal protections regardless of their original domestication status. Our legal team reviewed this question at considerable length. The designation is valid. It is what it is.
Who is Kevin?
Kevin is one of our twelve founding residents and he is fine. He is loved. We are actively managing his situation and have every confidence in the outcome. We are not taking further questions about Kevin at this time. Kevin will be present at the grand opening and you are welcome to form your own assessment.
Can I volunteer?
Yes. We welcome volunteers with a genuine commitment to porcine welfare and an open mind. Orientation includes a full resident briefing, zone protocol training, a dedicated session on Pepperoncini Sue's perimeter requirements, an introduction to The Notary and how to conduct yourself in his presence, and a general Kevin overview. What are your future expansion plans?
We are in the preliminary stages of reviewing the feasibility of a second habitat zone along the northern fence line, pending neighbor acquisition or easement discussions. We are also exploring a small educational pavilion in the driveway area, contingent on a supplemental permit application currently under review with DeKalb County. We believe in the mission and we believe in growth. More information will be shared as it becomes available.

Get Involved

Support the Refuge

The Greater Decatur Porcine Wildlife Refuge & Sanctuary operates entirely on donations and volunteer labor. Every contribution goes directly toward resident care, habitat maintenance, permit compliance, and the ongoing AWaCS substrate replenishment program.

Volunteer

Join our rotating team of trained sanctuary volunteers. Roles include morning feeding, AWaCS maintenance, foraging meadow enrichment, Welcome Center staffing, and Notary observation documentation. Kevin orientation is mandatory for all volunteers regardless of assigned role.

Donate

$25 feeds a resident for one week. $100 covers one month of AWaCS substrate replenishment. $500 sponsors a resident for a full year, including naming rights for their personal enrichment objects and a quarterly wellness report delivered by mail.

Symbolic Adoption

Adopt a resident symbolically. Includes a framed resident profile, quarterly update letters, and a personal acknowledgment card from your resident's primary care coordinator. The Notary is available for adoption. He will be aware that you have done this. He is always aware.
